I'm wondering if he's doing this to set up a pretext for pardoning Ghislaine Maxwell.
So that when he pardons her, it won't seem so unusual.
If anyone raises a stink about him pardoning her, his liars and excuse makers can say "So? He pardoned Santos too. He pardons everyone."
And worse yet, he praised Santos for being a Republican.
