There was a settlement agreement between the federal government in 1997 addressing unaccompanied minors. Who was President in 1997?

Then the 9th Circus ruled that the settlement ALSO applied to accompanied minors as well.

The court ruled that minors could not be put in detention centers

Illegals coming across the border are given a choice. They can be deported and their kids stay with them. But they are choosing the latter

you are right he's following the law. but the law isn't the thing that matters, it's the optics and the politics. too many mouthbreather americans will operate on feels. this issue is purely a strategic one at the moment, as far as I see.
