That's correct - first thing I thought of.
He had really just started. The Bush admin ditched it when they took over.
We are talking about Clinton here, so its hard to know if there was ever any intent of success.
Al Gore was well regarded as incompetent, if Clinton wanted to have this mission succeed it seems like it would have been lead by someone better.
