No charges filed in shooting death

A grand jury may decide later this week whether or not to charge a Clark County man with killing a Lexington doctor.
So far, Kentucky State Police detectives have not filed charges against 45-year-old Charles B. Steppe for shooting Dr. Rodney Mann, 45, of Lexington, outside Steppe’s home on Four Mile Road Sunday morning.
That discussion could come as soon as Thursday when the Clark County Grand Jury is scheduled to meet, Clark Circuit Clerk Paula Joslin said.
She said she was told there would not be charges filed by police and that the case would be presented to the grand jury.
Steppe called police Sunday morning and said he shot someone outside his home. Police said Mann went to Steppe’s home armed with two guns and a knife, and was slashing the tires on Steppe’s car when the owner confronted him.
According to state police, the two men struggled over a handgun before Mann reportedly approached him with a knife. Steppe fired several shots, fatally wounding Mann. He was pronounced dead at the scene.
Police believe the history between the two men started a month ago outside a Sam’s Club store in Lexington where Mann’s car was keyed. Trooper Chris Lanham said Mann accused Steppe of the vandalism.
The Acura was found with the engine running about a quarter mile from the scene of the shooting.
Mann was an immunologist with the Thoroughbred Allergy and Asthma Center in Lexington and Corbin. He also was an assistant professor of allergy, immunology and internal medicine at the University of Kentucky, according to the practice’s Web site.
