Putin ‘willing to consider’ halting attacks on civilians

Based on the number of casualties that have been reported, and I am not minimizing those numbers, it appears he hasn’t, if he threw the full force of his armed services in he could level Kiev in one afternoon

He’ll gradually wrench up the effort, if he doesn’t take Kiev by say Thursday, he’ll release the hounds

He hasn't 'Turned off the Lights'. That makes me think he has a calculated Plan to minimize civilian casualties and suffering.
If Putin believes (which I think he does) that Russians and Ukraines are 'family', it would make sense NOT to 'kill your family members'.
