Question about some local prole politics

There's an initiative on Mississppi's ballot this year, initiative 26, which purports to ban abortion by extending personhood. If it were passed, would it have any legal effect? I've been under the impression that it wouldn't, now I'm not so sure.

it would have legal effect only in MS until a court either overturns it, places an injunction on the law etc....

is this the MS constitutional amendment?
