Referendums were never held in the UK until the 1970s and they are still not legally binding.

The two main national referendums were: 1975 - staying in the European Community; and 2016 - leaving it.

There's lots of populists and progressives who would form an unholy alliance in support of such an amendment. TR once spoke in favour of a national referendum for the people to override SCOTUS decisions.

Live by the sword and die by the sword, but you may be correct. It would just be an issue of the process by which a referendum could be called. My guess is they would still design it in a way to make sure it seldom happened unless Wall Street and the party star chambers approved.
