Repair kits are not illegal if used as such. Should I be able to sue Ford if I speed? Or Jack Daniels if I drink to excess? Or Stanley tools if I smash my thumb with their hammer?

And I am trying to stay on topic. YOU were the one that tried to equate car shop stuff with a law that actually exists. I pointed out the fallacy in your argument. You choose not to see it. At this point, {shrug} there's nothing else to say.
the classification of capability vs action was spot on. you should try answering it to avoid looking like someone who wants the law because it feels good.
