Well, he actually didn't really forget. He is simply a master at Senate manipulation and parlor tricks. Lets look at why:

Currently, McConnell will not bring appropriation spending bills (ones that he previously agreed to) to the floor of the U.S. Senate that Trump has not given his approval to. As I recall, Congress is a CO-EQUAL branch of the government or is supposed to be. As such, bills are not required to be "pre-approved" by the President. Should the President veto a bill, there is a little thing called a VETO OVERRIDE.

The political reality is that this is just McConnell's way of keeping Trump from embarrassing him by once again "crawfisdhing" on something that Trump previously agreed to.

The hypocritical reality is that McConnell had ZERO problem bringing bills to the floor that he knew that Obama was going to veto...…..)

McConnel has a Trumpian attitude. Whatever it takes to "win" is all that matters. He is neutering the Senate for Trump. He is doing Trumps bidding from beginning to end. Mitch sees siding with Trump in all cases is a victory. When will Kentuckians send him away?
 
The Senate came up with a way out and gave it to Trump. He rejected it totally. He wants to use a national emergency to get his way. Then he can do it over and over. Trump ignores the coequal branches. They are annoying him.
