Should VP Biden have declared Hillary President back in 2016 when he presided over the electoral count?

Do you believe Biden had that power?

No, as much as he did not want to, he did his job and certified Trump as president elect!

It is really weird how from the evening George Dumbya Bush won the Electoral College but lost the popular vote, straight through until December 14 2020, Republicans treated the EC with utmost reverence.
