Should uncivilized areas of the United State be allowed to vote?

Why should some stupid hicks in West Virginia who produce nothing of worth to the American republic get the same vote as the engineers of Apple and Google who have built the greatest companies in the world in our modern age? What kind of injustice is that? In fact, the system does the opposite. It gives hicks greater voice than the people who actually produce and make this country great.

America should be divided into civilized and uncivilized areas. Uncivilized areas should be assigned to a civilized area to rule and govern until the point in time when they reach civilization. Otherwise, they should have no political participation in the American republic. The takers should not vote, only the makers.
 
if your murder rate reaches a certain rate your state shoulb be deemed as savage and not be allowed to vote

although now that i read my comment i realize "murder" is a very legal term that can discount a lot of killing.Maybe death by shooting instead? or death by violence.

Subtract Huntington from the equation and it would go from light red to pink. Huntington has a bad problem with drugs being run in from Detroit. Why Detroit, I don't know lol.

And Detroit is one of those 'civilized' areas in the OP. Lots and lots of guns in WV, btw.

Based on how I've seen many blacks act when they don't like something, that would keep most of them from voting. Since 1/3 of them use food stamps, making them non producers, that would keep that many from voting without considering how they act.
