Where did you get this quote from? It must be in an article that has some context.
He seems to be talking about Egypt.... Is the Country of Egypt burning our flag?

Meanwhile the President found an extra $250 million to send to Egypt. You know, the country where mobs attacked our embassy, burned our flag, and chanted death to America.

Judging by Google images, American flags do appear to be the number one source of roadside heating in much of the Middle East.
I see people in other countries burning our flag, hell people in our country burn our flag.... I simply do not see other countries burning our flag. So is Rand Paul saying we will not support countries that allow its people free political expression?
But are Countries doing it or FREE people? Because if a Country is officially taking the action of burning our flag, I agree with RP, if RP is saying we should not support Countries that allow citizens the right to freely express themselves... I cannot agree with that.
Hell, there are Americans who legally burn the American Flag...

Well that is a different argument and not one that Rand Paul was making.
Breaking a contract made by GWB because they allow the citizens free expression is punishment.

Not necessarly, I don't really have an opinion on that yet. I can see arguments for and against providing military aid to Egypt.
