A 14-year-old boy in NYC was stabbed to death on his way to school by a violent criminal repeat offender who was arrested for a different stabbing just 2 months ago.

The perp is also the suspect in ANOTHER stabbing from last Sunday.

Why was he out on the streets and not behind bars?
