The only blue congressional district in SC is gerrymandered to produce a black majority. SC 6, represented by an unqualified black boy that couldn't get hired to shine shoes in the Capitol gets reelected based solely on that district being 60%+ black. It's, by far, the poorest in the State, has the highest crime rate in the State, and has the highest use, by far, of food stamps of any district in the State.
 
African Americans relocating to the south over the past three decades are making these southern states more competitive for Democrats,

The top states for black population gains are typically the states with the biggest population gains overall. The only significant part of this trend is that black people don't tend to move to the Western states that are growing the fastest in percent growth. This is probably because the black population isn't already significant in those states.

It makes sense that a lot of black people would choose to move to Georgia, for example, since Atlanta has one of the largest (and oldest) black communities. This is partially driven by economics, but it's also a matter of cultural familiarity.

South Carolina is similar, since it has a large black population already.
