State governments

It's long been an established fact that state government almost exactly copy the federal government - in fact, all 50 states do.

However, I really don't think that's necessary anymore. Local governments have been experminetning for ages on creating newer and better forms of government, and I think we may consider basing newer state government on that principle.

For instance - the council-manager form of local government, in which the council hires a proffessional manager to do the executive work exactly as the council wants. And, of course, at-large and proportional represntation.

This may have been considered ridiculous whenver the US was first created. The state capitol was as far away communicatively as DC - you were not going to talk to either. But I think as communication has improved we maybe should consider having a hybyrid local/federal system for state government.

Maybe I'm missing something in your post, but seems to me you are mixing levels of government. I don't see how a state could be run on the council-manager format, if that is what you are proposing?

It would obviously be very simialar to systems in parliamentary nations except that the prime minister wouldn't be part of the legislature. I don't see how you could possibly say this is difficult to understand.

Umm, very different. Have you sat into city council meetings? To the best of my knowledge the professional manager/council system has not been committed in large cities, much less states. For one simple reason, excessive politicing cannot occur. Most successful in larger/richer suburbs, where the council knows how to get along and take professional advice.
