Trump did send emergency aid to a 'blue state'...Los Angeles, in the form of troops to help quell the rioting and violence by Democrats there.

The weather service issued several warning alerts and watch alerts throughout the day and even had extra staff on hand as the potential for flooding became more clearly predictable.
