How Was the United States Government Funded Prior to Income Tax?

In America's early decades, most of the federal government’s revenue came from import taxes called tariffs.

The U.S. Congress passed the Tariff Act of 1789 to encourage and protect manufacturers.

Congress also passed major tariff bills in 1816, 1824, 1828 and 1832.

Repeal the 16th

Article I, Section 9 of the U.S. Constitution states, "No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken." A federal income tax had been enacted in 1861, but was struck down as unconstitutional by the Supreme Court in 1895 as it was found to be a direct tax outside the constitutional constraints.

Congress removed these limits in 1913 with the passage of the 16th Amendment, which allows it to impose income taxes specifically, "without regard to any census or enumeration."

Tariffs worked so well in the late 1920's.... After all we do call the era they created the Great Depression.... That starts with Great, right?

Are you positing that tariffs caused the Depression?
Walt really doesn't know what he is posting most of the time. The ONLY thing he knows for sure is if a Republican suggests something he MUST make a public stand against it no matter what it is. Other than that he is a mindless IDIOT that may as well be a BOT.

I suspect that you're correct.

In my experience, leftists are reflexive contrarians who rarely can or will substantiate their own statements, which too often are simply uninformed opinions.

When a leftist does pretend to offer "proof", it often seems to be no more than a link that they likely didn't understand or even read when they hurriedly Googled it.

When challenged, it often appears that they cannot cite anything from their source that actually supports their opinion, apart from a headline.

Asking them to explain their position in their own words is usually a fruitless endeavor, I've found.

It may be that laziness is a characteristic of the typical leftist, or it could be a desire to misinform.

Economists disagree on how important of a cause tariffs were, but almost all agree it was a factor. It certainly did no good. It hit the economy hard, at a time that there were many other problems.

Back then we were a much less consumer driven economy, so those tariffs did not reverse the deflationary pressures of the Great Depression. Maybe you can make an argument out of that.
