The three statutes listed in the warrant do not require the documents to have been classified for a crime to have occurred.

Trump never had the authority to wave his hand and unilaterally declassify America's nuclear weapons secrets.

I've been reading that he waved his hand and declared that all documents associated with the Russiagate investigation deserved to be released to the masses.

Same for anything having to do with Clinton's emails.

He didn't believe in going through the proper channels. He's the boss and he does what he wants.
