Actually Black slaves were imported to the US by what today would be called "agri-business." That is large agricultural corporations like Archer Daniels Midland, Tyson Foods, and the like. The average small farmer couldn't afford a slave. The same goes for Mexicans in things like the Braceros program. It wasn't small farmers hiring them.

This was another example of "Statist-Capitalism" where the state allowed and colluded with big business to do things that many of the rest of society objected to.
