The report purposely does not come to a final conclusion, as the other reports did, about whether there is enough evidence that Trump’s campaign coordinated or colluded with Russia to sway the election, leaving its findings open to partisan interpretation.

The senate indeed found that Russia interfered in 2016 - as they have in every election since 1917. The senate also found that the intent was to "sew chaos " and there was no evidence of hacking or directly helping any candidate. Your own link makes that clear.
