Those appear to all be on curves in the road(s), so maybe their not dumping the stuff and instead they just suck at securing the loads. :D

Your title is calling someone out. Don't be too shocked if your title reads, I like to make Han Solo sculptures, out of my own shit, or something like that. The one mod likes to screw with people that do this stuff outside the war zone. Since you put it in off topic, it might pass, but no guarantees. It's actually worth a good laugh or two, when the mod does that.
