The Mulford Act was designed to impose a limits on those very constitutional rights in the state of California, establishing that “every person who carries a loaded firearm on his person while on a public street, or in a public place within any city or in a vehicle while in any public place or on any public street in an incorporated city or in an inhabited area of unincorporated territory is guilty of a misdemeanor.”

Recognizing that they were its primary targets, the Black Panthers protested the Mulford bill by sending an armed contingent to the state capitol on 2 May 1967. That was a day Ronald Reagan would never forget — nor, for that matter, remember accurately.

How Ronald Reagan learned to love gun control

Here's a look at a few gun control measures Reagan played a critical role in:

1. Banning open carry in California.

Back in 1967, says Jacob Sullum at Reason, "the NRA supported the Mulford Act, which banned open carrying of loaded firearms in California. The law, a response to the Black Panthers' conspicuous exercise of the right to armed self-defense, also was supported by Gov. Ronald Reagan." As the bill's conservative sponsor, Don Mulford (R), argued in 1989, "openly carrying a gun is an 'act of violence or near violence,'" Sullum noted. "Apparently Reagan and the NRA agreed." The Mulford Act is still on the books in California, America's most populous state.

"The Mulford Act was a 1967 California bill that repealed a law allowing public carrying of loaded firearms. Named after Republican assemblyman Don Mulford, the bill was crafted in response to members of the Black Panther Party who were conducting armed patrols of Oakland neighborhoods while they were conducting what would later be termed copwatching.[1] They garnered national attention after the Black Panthers marched bearing arms upon the California State Capitol to protest the bill.[2][3][4]"

"Both Republicans and Democrats in California supported increased gun control. Governor Ronald Reagan, who was coincidentally present on the capitol lawn when the protesters arrived, later commented that he saw "no reason why on the street today a citizen should be carrying loaded weapons" and that guns were a "ridiculous way to solve problems that have to be solved among people of good will." In a later press conference, Reagan added that the Mulford Act "would work no hardship on the honest citizen."[7]"

"The bill was signed by Reagan and became California penal code 25850 and 171c.'

The father of a gal I once dated owned a gun shop in the middle of one of the most notorious neighborhoods known for murder in New Orleans. He made a lot of money.

Most 'Gun Shops' don't locate in "notorious neighborhoods known for murder". The idea is to 'SELL' the guns, not get robbed or killed in the process.
