Here are a few "telling" quotes from a White House exchange between tRump and Kushner:

"I'm going to lose," Trump told Kushner during debate prep. "And it's going to be your fault, because of the testing".

"You're killing me! This whole thing is! We've got all the damn cases".

"I want to do what Mexico does. They don't give you a test till you get to the emergency room and you're vomiting."

amazing. i actually believe he thinks if no one got tested, no one would get sick.
 
Trump bragged about the testing that was inadequate from beginning to end. Early on he said anyone who wanted a test could get one. A year later and it still is not true.
Trump viewed the Coronavirus as a political problem and he was trying to keep it from hurting him. It has never been a health emergency to him. How do I make it look like I am working hard, without actually doing much?
Trump was always mentally committed to letting it run its course. He is the reason we have the most deaths and most cases on the planet.
