The Trump administration has been ordered by a federal judge to halt any and all indiscriminate arrests in seven California counties, including Los Angeles, that a lawsuit argued targeted people for warrantless arrests based solely on race, spoken language or occupation.

U.S. District Judge Maame Ewusi-Mensah Frimpong ordered that the Department of Homeland Security must have a methodology for officers to determine “reasonable suspicion” outside of the apparent race or ethnicity of a person, the language they speak, their accent or “presence at a particular location” such as a Home Depot parking lot.

Friday’s ruling comes after the ACLU of Southern California - which was joined by Mayor Karen Bass and other local leaders from Pasadena, Santa Monica, Culver City, Pico Rivera, Montebello, Monterey Park and West Hollywood - brought a case against the Trump administration alleging that DHS has targeted people based on their ethnicity. The case, titled Perdomo et al. v. Noem et al., is aimed at DHS Secretary Kristi Noem, who oversees Immigration and Customs Enforcement and Customs and Border Protection.

Bass immediately applauded the emergency orders on social media as a triumph over "masked men" making unconstitutional arrests in the city. "Today, the Court ruled in favor of the United States Constitution," Bass wrote."This is a win for Los Angeles and it is a win for cities all across the nation.

Frimpong issued the emergency orders, which are a temporary measure while the lawsuit proceeds, on the same day news broke that a farm worker died Friday, a day after his family said he fell from a building while running from federal agents during an immigration action on a Ventura County cannabis farm.
