Alcatraz was a failure because it could not stand up to the salt water, and it was crumbling in many places It is also expensive for food, and other provisions. You also have to get workers back and forth a couple of times a day. Is there nobody who can stand up to Trump and say 'No, that's a dumb idea"?

No, Alcatraz failed mainly because of changing environmental rules and the high cost of operation. Staff had to take a, roughly, close to an hour ride to and from the prison daily. That meant they got paid two extra hours for that ride on top of their pay for the shift. The ferry operation cost money too. The whole was simply too expensive to operate and fixing problems like treating sewage was found to be impossibly expensive.

Think about this today. Power would have to be provided by diesel or natural gas generators. Solar won't work there isn't room for an array. Batteries are too expensive. The staff can't live on the island, there isn't room. Sewage and water treatment would be extremely costly to do. Then there's California. The cost of living would drive the wages of the staff sky high. You'd have trouble finding anyone willing to work there given that they would have to live in San Francisco or Marin County, both some of the highest priced real estate in the country.

Rehabilitating and upgrading the facilities on the island would be astronomically expensive to do. Asbestos mitigation alone could run into the hundreds of millions.

It's an unworkable plan. He'd be better off suggesting Johnson Island in the Pacific with a say, 6-month shift rotation for the staff.

I don't know if there is. But it is highly unlikely he could reopen it as that would require congressional funding. The immediate requirement would be an environmental impact study and that would show the huge issue of dealing with sewage and other effluent associated with its operation. I doubt there's any cost-effective way to fix those problems.

Then there's the insanity of California to deal with.

Best thing would be for some staffer to put some other shiny object in front of him as a distraction and he goes off on a different tangent.
