I think you're looking at this too narrowly. People with normal mental health don't camp on sidewalks and openly defecate and masturbate.
And how do you specify "open illegal drug use? Smoking weed, taking a gummy, swallowing a pill? If you see someone shooting up on Main St. at high noon, that's recognizable; the others, not so much. Of course crime, violent and non-, should be punished. But everything considered to be bad or unacceptable has gone on in cities and towns throughout history. And trump bloviating that he and his stormtroopers will stop all this is lying to you. The most he *might* do is pause it temporarily, because these are people problems, not political party problems.

Even I would get fined for camping in a no camping zone, and the worst violation of the law I've done is get a speeding ticket.
