Read the panel's ruling. In no way did they say Trump had not violated the Emoluments Clause. They simply ruled that a segment of Congress has no legal standing to sue as the body of Congress. This ruling was merely a technicality and has no bearing on the other outstanding lawsuits.
After hearing the Trumpies clammering another "win", you start to wonder if they can actually comprehend anything of a semi-intelligent manner.

Next thing you'll tell us is that a 52-48 no/yes vote on removal from office isn't an acquittal.
