That is what Trump said he wants and the MAGA think he is just joking .
Well right now IMO he isn't joking.
I haven't taken the time yet to look up and see how many of his appointees have anything to do with the 2025 project.
He had a lot of them in his last cabinet.

I was under the impression that recess appointments are temporary, that confirmation is still required.

I might be wrong about that.
