In other words, Trump is going to declare himself the winner election night regardless of the realities, even if it is obvious he can not win. The goal is pretty obvious, to purposely create doubt and provide material for the right wing media to float their innuendos and conspiracies, thereby making any litigation no matter how inane look legitimate.
Even if laughable, it will allow him to fade claiming he was robbed, the election was crooked, and take with him all the loyal Trumpkins who would believe anything he says, the aim to keep himself relevant in the eyes of many, the last thing Trump could ever do is admit he lost and is history, regardless of the cost to the country
