No...he didn't. He said some really stupid shit about Rushdie for which he later apologized but he never threatened to have Rushdie killed nor did he agree with the Fatwa.

However Yusaf Islam's comments were justly criticized as being in very offensive. Particularly to those of us who believe in free speech.
