American law enforcement officials spent years looking into allegations that allies of Mexico’s president, Andrés Manuel López Obrador, met with and took millions of dollars from drug cartels after he took office, according to U.S. records and three people familiar with the matter.

Corruption at the time. Hard to believe open defiance of the law could occur otherwise.
 
Drugs cannot be stopped by interdiction. We have spent trillions and jailed millions and accomplished nothing except a police state. If there is a profit in drugs, someone will provide. that is reality. Take the profit out. The government can provide drugs and rehab to those who are hooked. Taking Obrador down will accomplish nothing except the next guy will be a little bit smarter.
This has been going on since Nixon. Can we learn?
