He does not want to bomb Kiev into the stone age. Cities are expensive to rebuild and he's not one to piss away rubles.

It may come down to flattening more of the city than intended if the people have the determination of the Confederacy (they threw a massive wrench into Lincoln's plans much as all those farmers did to the English in the Revolutionary War).

I'll never forgive Lincoln for refusing to hand every defeated DEMOCRAT from a gallows groaning under the strain of their death throes.

Just think what a magnificent monument it would have been to decorate the nation's capital with towering pyramids of bleached DEMOCRAT skulls.
