That happened like a decade or so ago where a group in Ohio and Arizona registered to vote in both states then used a common mailing address in each to send the other state ballots and return them filled out by FedEx or UPS. The local group then mailed in the ballots. They got caught when somebody noticed that there were like 24 people all registered to vote at a single house in the burbs...
