In terms of actual spending yes, it's rather inconsequential. However it sends a bad message, IMO, when congress votes itself a pay raise with such a low approval rating.

In this particular argument, the deficit is irrelevant. The issue is that a congress with one of the lowest approval ratings in years, and high unemployment, they've found time to give themselves a pay raise.
