Your theorectical math has no relation to any future tax overhauls, and I guarantee even if it were passed today rates for the richest would lower.
There is plenty of actual math to prove what I am saying but I have to eat dinner now.

But for the 2010 tax year the average rate for the top 1% was about 24%, which was higher than the average rate for other groups.

Unless the flat tax is more than 24%, the rich pay less than they do now. Where does the money come from? The middle and lower class.
