The White House enacted a moratorium on all gulf cleanup operations, citing wasteful energy and manpower concerns. An anonymous Department of Interior source states 'the skimmers and boomers just don't clean up enough of the oil for as hard as they have to work'. A Department of Energy spokesperson stated that until a committee could be created to study ways of making the skimmers and boomships of working better while consuming less fuel, there would be no cleanup operations allowed. Louisiana residents polled found that at least half agreed with the new moratorium enactment, while the other half were divided between shaking their heads in bewilderment and not knowing what a moratorium was.
