APP - What are the limits to Congress's power to tax and spend?

It would seem that for some "general welfare" can be construed to mean anything Congress deems appropriate


So for those who have an expansionist view of the "General Welfare Clause", do you think there are any limitations? If so, what limitations would that be and on what Constitutional basis would you support those limitations?


For example, using the 2nd Amendment and the "General Welfare Clause", one could argue that the federal government should provide a gun to EVERY American for self defense, as self defense of person and property is considered the general welfare. We all have that same need

What about high speed internet? Fiber optic?

What about a car? Should the government provide a car to anyone?

Now, some will try to argue that this is diversionary, but it is not. It is merely designed to establish what if any limits you think there are to the "General Welfare Clause"

Tax ? Whatever they can get past their constituants.
Spend? Very different. In reality the answer is the same but per the constitution it's limited and defined.
