Everyone is a capitalist, and everyone is a socialist. It's a sliding scale, not a binary choice. This is, without question, an overall failure to address infrastructure issues. Still remember the 35W bridge collapse in Minnesota. This won't be the last.

Physical, tangible, works and construction that are indigenous to a society. That is, roads, utilities, buildings, and the like.

I can see why right wingers don't know what infrastructure is. They don't understand the concept of common property.
 
Condos and homes are a form of infrastructure just as apartment buildings are. Infrastructure doesn't have to be publicly owned. It can be, but that is not a necessity. Typically today for example, when a developer builds a subdivision they put in all the utilities, roads, and such along with the homes. When the development is complete, the developer gives the public portions of the utilities, roads, and such to the government in return for a large tax break or other concessions that equal the cost of this part of the development.
Sometimes these things remain in private hands too. Some HOA's operate that way with, say, a gated community where all the roads, utilities, parks, and common areas held privately and paid for in upkeep by the HOA dues.
