What taxpayers are owed

Taxpayers are owed no prison sentence. If they had violated the law and not paid their taxe , they would be criminals and be owed a prison sentence.

This is the entirety of what society owes taxpayers. Not putting them on prison. Equality with all other non criminals.

To put it on other words, taxpayers owe society. Either the sum of the taxes they are legally obligated to pay, or a prison sentence. Society owes nothing to taxpayers, there is no obligation in that direction. It is fully free to do what it wishes is in its own best interest. It is not a transaction with taxpayers. It is a duty.
