Nope. The US will be administering the petroleum. Yes, they will be selling it at market price, but the US does not get those funds because it's not US petroleum. The US' main concern is Maduro's previous use of the petroleum to support enemies of the US. With US administration of the petroleum, that support for America's enemies ends.
... and Venezuela gets rebuilt with the proceeds of Venezuela's petroleum, as opposed to Venezuela continuing to languish while America's enemies continue to get free petroleum for giving Maduro their support.
