Well, this can be discounted. The Stupid Pathetic Liar's Cabal (aka SPLC) has been thoroughly discredited as a source on racism, hate, and well, just about everything else. At one time the SPLC did significant work on ending racism. Today, it's turned into a Leftist cabal of political correctness that turns a blind eye to anything Left of Center politically.

The SPLC has lost multiple slander, smear, and false claim lawsuits against individuals and organizations they labeled as haters and hate groups. The FBI dumped them as unreliable. The SPLC no longer has credibility.
 
I would say Massachusetts. What other state would keep the drunken slimebag and killer Ted Kennedy (worth $100 million) as their senator for almost 47 years?
 
As to the original question, I'd say the most racist state is to be a Progressive Leftist. That is a state of insane racism, hatred, bigotry, injustice, and generally vile villainy. It's a horrible state to find one's self in, but there are many that revel in it as they plunge to the 8th circle of Hell for their actions...
 
The word racist fundamentally has no meaning anymore, the word has been too extensively abused.
