When does the Civilian Evacuation stop?

When is the line drawn about the 'Civilian' evacuation and the beginning of the Military evacuation?
If the last plane has to be out of there before midnight on Aug. 31, when do the 5,800 Troops begin evacuating?

I'm guessing we'll be leaving a lot of stuff at the Airport. If it's a choice between 10 people and the Fuel Truck, I would guess we leave the Fuel Truck behind.
