Trump is an utter moron for even mentioning it. I strongly believe he doesn't understand he is actually President of the United States of America. He thinks this is another reality show.

It ultimately would be their responsibility to make that kind of determination,” Earnest said today in the White House briefing room.

In fact, it hasn’t even stopped. Here’s the Governor of New York in November 2017:

Andrew Cuomo (D) said the actions of state Republicans who voted for the House tax reform plan were “treasonous.”…Cuomo called the tax bill “poison for New York,” and accused state Republicans of “violating their oath” by allowing party leaders to “force” them to vote for it, according to the Syracuse Post-Standard. ”It’s treasonous.
