With three new settlements this week and more lawsuits pending, Chicago's price tag for legal claims against its police force is climbing and has already surpassed the $27 million the city set aside for this year.

what message can a city POSSIBLY put forward to it's citizens when they actually plan for MILLIONS in settlement money?????

Hospitals do it too. Most businesses and especially corporations set aside money for projected lawsuits and settlements. That said, it's pretty funny for Chicago PD to be doing it, and with such large projections.

and for business' and corporations to do it makes sense, but a gov entity should not be able to do such a thing as if they are planning and expecting to have their agents violate their citizens rights.

You do understand that often a company will settle even if they are innocent of wrongdoing just to avoid the possibility of losing in court. It's the monetary equivalent of a plea bargain.

of course i do. my opinion is that governments should not be allowed to do so in order to force them to maintain integrity and accountability.

Except trials cost more money and more time. Perfect integrity would be nice in the same way that cops shouldn't have to let little crimes go to get the big crimes, but we don't live in that world. Similar to how powerful nations can dick around with weak ones. Morality is a human construct and you need humans to enforce it.
