Wilson was a Progressive and fucked away his foreign policy entirely while not doing anything particularly notable on the domestic front. But, at the time, federal power over domestic affairs was limited so that can get a pass.

Wilson dithered over both the Mexican revolution and then WW 1. In affairs in Mexico and Central America, he tried to impose his Progressive values on these countries by force, but acted half heartedly resulting in them both hating on the US and nothing getting done.

With WW 1, Wilson did nothing to prepare the US for potential entry into that conflict and once we entered, it was a trainwreck of a mobilization. Wilson then, being late to the party, thought he could impose his Progressive values on the peace that followed only to be kicked to the curb by every other nation involved.

Basically, he was a half-assed academic and like Carter, he pissed away his Presidency.
