They have been considered several times over the years. Nixon, who else, was the closest to actually using them.

Democrat presidents, because they are wary of being called soft on defence, are often more bellicose. Johnson is a very good example, he enabled many social changes in the 1960s but is mostly remembered for Vietnam these days.

I don't think eco-terrorists would use nukes, as least, because of the damage to the environment. But when most people say terrorist, they mean the browner kind.
