The office that does the vetting is in disarray. They are not doing their jobs. That is mostly because Trump trusts his huge gut instead of doing real work. Trump is installing people whose function is to destroy the agencies they are named to head. This is different than past presidents objectives. Trump is creating a plutocracy and the agencies cost money to those at the top. They do not want the cost of a clean environment. They do want to follow rules that help the people. Just eliminate the laws and regulations and the plutocrats will be happy,
