Fed's led the way with national guidelines -so indeed the feds are leading. But you don't want the states to contribute - thinking that even state contracts are somehow deleterious -they are not.
They are another avenue to buy stuff.
I've gone over this again an again. if you relax testing guidelines you are gonna get lax quality tests in some cases/ not that I think this is a problem as more and more real quality tests are coming out every day.
