If a blank can wound or kill what difference does it make? The more I hear about this incident the less supportive I feel of Baldwin. He was the producer apparently as well as the lead actor and therefore in overall charge of things. There had been target shooting with the same gun using real bullets, crew members had quit that day in protest of lax safety.

The director wanted him to point it at the camera up close. Blanks are random and can scatter with explosive gas and projectiles in it.

The lesson here is: do not be close to it, even if you are to the side of it.
