Evacuating some of the staff is not closing an embassy. It is keeping the embassy open on minimum staff.
And with Ukraine, that embassy probably has the largest staff it has ever had. Parts of the staff have been evacuated, being replaced by a large military/diplomatic staff.
Evacuating the embassy IS closing the embassy.

If you evacuate half the staff of an embassy, that still leaves the other half to leave the embassy open. If you evacuate half the staff, and move in twice the number you evacuate, then you have just increased the staff by 50%. That is basically what happened in Ukraine.
